Togo continues to play a leading role in revitalizing cooperation relations between the Organization of African, Caribbean and Pacific States and the Pacific (OACPS formerly called the ACP Group of States) and the European Union (EU) especially in the negotiations for the new partnership agreement between the OACPS and the EU.

Recognized for its commitment on the international scene, Togo has in recent years diplomatically coordinated the activities of the Central Negotiating Group for the new Post-Cotonou Agreements in its capacity as chief negotiator for the 79 member countries constituting the OACPS Group.
A winning strategy, after more than two years of intense negotiations that began at the end of the work of the 43rd session of the OACPS-EU Council of Ministers and the 107th session of the Council of Ministers of African, Caribbean and Pacific States (OACPS) held in Lomé in May 2018, with the adoption of the Post-Cotonou negotiation mandate.
The new partnership agreement between the European Union (EU) and the members of the Organisation of African, Caribbean and Pacific States (OACPS) marks the official conclusion of negotiations for the post-Cotonou agreement, which sets out the framework for political, economic and sectoral cooperation for the next twenty years.

This new agreement significantly modernises cooperation and broadens the scope and scale of EU and OACPS ambitions to better address current and future challenges.
Partners have strengthened their commitments in priority areas such as human rights, democracy and governance, peace and security, human development, which encompasses health, education and gender equality, as well as environmental sustainability, climate change, sustainable development and growth, migration and mobility.
The agreement also includes a new and strengthened regional dimension and governance structure, tailored to the needs of each region, for the first time in more than forty years of collaboration.
It should be recalled that four conventions were signed in the Togolese capital. The country also hosted the 22nd session of the ACP-EU Joint Parliamentary Assembly in November 2011. The Organization of African, Caribbean, and Pacific States (OACPS) was previously known as the "ACP Group of States." The new name came into effect on April 5, 2020.
